1. (C) With the Foreign Minister in Muscat, CDA made reftel
demarche December 30 to MFA Under Secretary Abdulaziz bin
Mubarak Al Khalifah, and separately to ministerial aide
Ambassador Saeed Al Faihani.
2. (C) Both officials agreed to brief the FM on U.S.
concerns. Both expressed doubt that the Arab League summit
would convene in Doha January 2 as announced.
3. (C) Shaikh Abdulaziz worried that the conflict would
weaken moderate Arab governments. He also commented that the
Bahraini proposal for a new regional organization (ref B)
that included Israel was now likely to go nowhere.
