1. (C) CDA made ref A demarche to Shaikh Abdulaziz bin
Mubarak Al Khalifah, the substantive number two at the
foreign ministry. Al Khalifah responded that Bahrain's UN
delegation was probably on course to vote in the Third
Committee as it had last year (i.e. opposing condemnation of
Iran and Burma, supporting condemnation of North Korea.)
However, he undertook to inform the foreign minister, Shaikh
Khalid bin Ahmad Al Khalifah, of our request for support, and
said the decision in these matters was always his.
2. (C) USUN or Department may wish to consider following up
with FM Shaikh Khalid. He is currently traveling with King
Hamad to the New York interfaith conference. The FM will
then split off for meetings at the Department. He is likely
to raise the subject of human rights by complaining about
what the GOB claims was an "unfair" presentation given to the
Congressional Human Rights Caucus October 15 (ref B),which
has touched off sectarian controversy in Bahrain (ref C).
