4 (b) and (d)
1. (C) CDA made reftel demarche to Under Secretary Abdulaziz
bin Mubarak Al-Khalifa, the substantive number two at the
Foreign Ministry. Shaikh Abdulaziz commented that while he
understood the U.S. opposition to a ministerial UNSC meeting
with Israeli settlements as the sole topic, it was such a
sensitive issue that it would be hard to keep off the agenda.
He added that with settlement activity continuing, Bahrain
could no longer take seriously the Israeli government's
statements that it desired peace.
2. (SBU) Shaikh Abdulaziz agreed that addressing the issue of
Israeli settlements at the September 26 Quartet Iftar or
pushing it off to October might be a workable solution. He
undertook to convey U.S. views to the Foreign Minister in New
York, and also engage with the Saudis.
3. (SBU) Shaikh Abdulaziz expressed appreciation for
Secretary Rice's recent public statements on Israeli
settlements.
