(S) A/DCM met with MFA Bilateral Relations Director Dr.
Dhafer Al-Umran on September 18 to deliver reftel points.
Al-Umran was disappointed to hear that Kazakhstan was out of
the picture for the MESA seat. He explained that the GOB had
previously determined to support the Kazakh candidacy and
that Bahrain remained opposed to either Syria or Iran taking
a seat on the board. A/DCM informed Al-Umran that the U.S.
would support Afghanistan as an alternative for the MESA
seat. Al-Umran replied, "Then we'll support Afghanistan,"
and turned to his aide, instructing him to coordinate with
other relevant departments within MFA to inform them of the
change in plan.
