1. (C) On June 12 (before receipt of reftel) MFA Under Secretary Abdulaziz bin Mubarak Al Khalifah showed CDA a paper the local French Ambassador had just delivered to him outlining the renewed P5 plus 1 incentives package. Al Khalifah said Bahrain and other Gulf governments had been concerned that the new package would refer to potential dialogue on "Gulf" security issues. He expressed relief that the new package referred only to "regional" security.
2.
