(U) On December 10, Econoff and USDA/APHIS Rep delivered reftel demarche to Martin Agenor, Deputy Director of the Phytosanitary Department in the Nicaraguan Ministry of Agriculture and Forestry (MAGFOR). MAGFOR represents the GON on matters related to the Lacey Act and the export of plants and plant products. Agenor reacted positively to the demarche and said that the Lacey Act amendments would benefit Nicaragua in the long run. Agenor promised to distribute our points to appropriate agencies within the Government of Nicaragua. ¶2.
