¶1. (U) Econoff delivered reftel talking points on October 20 to
Renee Morales, Director for North America, Ministry of External
Relations (MINREX). Morales indicated MINREX is aware of the
November conference in Doha and plans to send a representative,
though it remains uncertain exactly who will attend for the GON.
Given Nicaragua's high dependence on foreign assistance, Morales
commented that it was important that the Doha document reflect the
views of donor recipients as well as donors. Morales agreed to
share reftel talking points with Nicaragua's Ministry of Finance and
the Ministry of Trade, Industry and Development.
