(C) On June 23, Econoff informed MFA Directorate of Counter-Terrorism Officer Laura Martinez that the U.S had proceeded with the domestic designations of reftel A al-Qaida financiers, reftel B Revival of Islamic Heritage Society, and reftel C LET operatives. Martinez thanked Econoff for the information and confirmed that her office had indeed passed the identifying and background information to the appropriate law enforcement authorities prior to the actual designations. Martinez did not have any new information on the designees. ¶2. (C) Martinez reiterated that GOS policy is to implement UN and EU designations only (and therefore not U.S. domestic designations). However, she encouraged Econoff to continue sharing the advance designation notices and the valuable background information on prospective designees for Spanish law enforcement purposes. AGUIRRE
