(S) Econoff delivered reftel pre-notification on June 6 to the Ministry of Foreign Affairs Directorate of Counter-Terrorism officer Ivo Pascual. Pascual expressed appreciation for the information and advance notice concerning the USG's intention to submit to the UNSCR 1267 committee a list of alternate names being used by the Al Rashid trust and the Al Akhtar trust to circumvent UNSCR 1267 sanctions. ¶2. (S) Pascual indicated that Spain had no objections to the U.S. proposing the alternate names and confirmed that he would share the information with the appropriate law enforcement authorities on a close-hold basis. He added that MFA would alert us immediately if Spanish law enforcement agencies detect any activity in Spain on the part of these terrorist organizations. Aguirre
