(U) AgCouns confirmed on 5/20/08 with the Minister of Environment, Rural Development and Marine Affairs' Chief of Staff, Manuel Rossi, that President Jose Luis Rodriguez Zapatero and Minister of Environment, Rural Development and Marine Affairs Elena Espinosa Mangana will attend the Rome June 3-5, 2008 food security conference. Given President Zapatero's participation, it is conceivable that additional cabinet members, as well as many staff people, will also represent the Spanish government.
