1. (C) On April 4, Econoff delivered reftel demarche to
MFA's Deputy Director General for Non-Proliferation and
Disarmament Ignacio Sanchez de Lerin Garcia Ovies who
indicated that Spain would continue to carefully implement
the travel ban and restrictions on individuals designated
under UNSCRS 1737, 1747, and 1803. Travelers of Iranian
nationality are required to obtain a visa in order to enter
Spain. Sanchez de Lerin explained that any visa requests for
travel to or through Spain by individuals designated in
UNSCRS 1737, 1747, or 1803 would generally be denied.
2. (C) Sanchez de Lerin confirmed that the names of the
designated individuals had already been passed to the
appropriate consular channels, particularly to the Spanish
Embassy in Tehran. That being said, should these individuals
enter the EU through another country, it is possible for them
to access Spain via its open borders with Portugal or France
without the government being able to prevent them.
