¶1. (C) Spanish MFA desk officer Maria Luisa Huibrodo
received reftel demarche and said that Foreign Minister
Moratinos strongly supported the work of the Special Tribunal
for Lebanon (STL). She affirmed that contributions for
Lebanon would continue to be a major component of Spain's
foreign assistance budget, but could not give a specific
figure on out-year support for the STL. Huibrodo said that
she would convey our point on pressing UNSYG Ban to take all
necessary measures to ensure the STL opens on March 1, 2009
to Assistant Secretary-equivalent Fidel Sendagorta.
