1. (S) On September 22 PolOff delivered the talking points
and non-paper from REFTEL to Gonzalo de Salazar, the MFA's
Deputy DG for Non-Proliferation & Disarmament, and Carlos
Torres Vidal, Counselor for Nuclear Non-Proliferation and
Disarmament. As the non-paper is classified, neither GOS
official had advance knowledge of the specifics of the
non-paper and could only give an initial reaction to its
contents. While Torres agreed that the matter was serious,
Salazar opined that if Iran were reselling Chinese arms to
anti-Coalition militia forces in Iraq, Tehran would bear more
responsibility than would Beijing.
2. (SBU) Separately, Embassy Madrid EconOff has reached out
to deliver the non-paper to contacts at the Bank of Spain.
