(C) The Government of Luxembourg (GOL) is circumspect in its relations with Cuba, possibly because the wife of its head of state, Grand Duchess Teresa, was born in Havana in 1956 and fled the island with her family in 1959 when Castro seized power. ¶2. (C) The GOL has worked to encourage human rights in Cuba by publicly advocating for the release of political prisoners. Luxembourg conducts both a bilateral and EU-based human rights dialog with Cuba. The GOL has made no high-level diplomatic visits to Cuba in the past six months and there are no bilateral trade agreements between the two countries. There are no exchange programs between the two nations. Luxembourg business investment in Cuba is small and Post knows of no host country businesses that participated in the November 3 Havana Trade Fair. The GOL did not send assistance following Hurricanes Gustave and Ike. KRAFT
