(C) Luxembourg Foreign Minister Jean Asselborn plans to
travel to Oslo to sign the Convention on Cluster Munitions.
The FM and senior officers of the MFA have made it clear to
Ambassador Wagner and DCM Kraft on several occasions that the
GOL would sign the Convention. However,they made it equally
clear that the GOL is determined that nothing in the
Convention would be interpreted in a manner that would impair
its obligations as a charter member of the NATO Alliance.
