Kraft, for reasons 1.4 (b) and (d). ¶1. (U) Post convened its monthly Visas Viper Committee on 16 July 2008. One submission was presented to and approved by the committee. ¶2. (S) Name: ABO KHALIL, Adam DOB: 20 July 1980 POB: Rafah, Palestine Nationality: Israeli Father: ABO KHALIL, Taher Mother: NEGA, Shady Possible Alias: Name: TRABOULSI, Ezzoubeir DOB: 19 July 1977 Nationality: Libyan ¶3. (S) Individual was found observing U.S. Embassy in Luxembourg on 15 June 2008. Local checks identified subject's elder brother and father as members of Hamas. ¶4. (S) According to local sources, Abo Khalil arrived in Luxembourg in February 2006. A request for asylum was denied in June 2006. The subject has three arrests in Luxembourg, including two arrests for use, possession and sale of narcotics. ¶5. (S) Further research identified the name Adam Abu-Khalil as an alias for Ali Ahmad Ammar, identified as Carlos's primary chief of "military operations," involved in terrorist activity in various European countries. ¶6. (S) A namecheck on the subject's alias, TRABOULSI, revealed a match for an alias to Mustab Sha'ban, who in 2000 was a member of the Libyan Islamic Fighting Group (LIFG). KRAFT
