(SBU) In response to Ref A demarche on Burma, the MFA
emphasized that Luxembourg also feels strongly that it is
premature to transition from recovery to reconstruction, as
the GoL believes the situation to remain in emergency
response phase. MFA's Desk Officer for the affected region
reports that the GoL is exploring the possibility of being
represented at the Rangoon Donors Conference at the
Ambassadorial level. As reported in Ref B, Luxembourg has
already donated 300,000 Euros in humanitarian aid to the
victims of Cyclone Nargis.
