LUSAKA 757 (SBU) Emboff delivered the Ref A demarche concerning U.S. human rights priorities for the upcoming UNGA Third Committee meetings. Peter Monga, head of the International Organizations unit of the Zambian Foreign Ministry, acknowledged the points and requested the opportunity to discuss in more detail during the week of September 8. In the ongoing period of national mourning for Zambian President Levy Mwanawasa, who passed away on August 19, and in the immediate aftermath of the state funeral on September 3, more senior Zambian officials are unavailable. Post will also follow up on a late-July discussion with Foreign Minister Pande (Ref B),during which the Ambassador and DCM solicited increased support from the Government of Zambia at the UN.
