1. (SBU) On May 15, POLOFF discussed the reftel demarche with
Silumelume Mubukwanu of the Zambia Mine Action Center
(ZAMAC),a unit of the Foreign Ministry. Mubukwanu
appreciated the information and was familiar with the issue.
According to Mubukwanu, African states agreed to oppose the
cluster munitions at a meeting in Livingstone on March 31.
Although he did not have any specific comments on Articles
1(b) and 1(c) of the draft treaty, he commented that "the
negotiating parties will need to determine what is
'acceptable' and 'unacceptable' harm" and will also need to
be "prepared to compromise," given the divergence of views on
the issue.
2. (SBU) Mubukwanu, who will arrive in Dublin on May 17, said
that he would be happy to meet with U.S. representatives on
the margins of the session to discuss the U.S. position in
greater detail. He said that he will be coordinating the
African position, and therefore could also communicate U.S.
views to his counterparts on the continent. Post has worked
with Mubukwanu in the past on other matters and found him
amicable, reasonable, and responsive. He could not provide,
off-hand, his contact details in Dublin but said that this
information would be available through the conference
organizers.
