unavailable due to engagement with SADC commitments, Poloff
delivered reftel demarche to the MFA's Assistant Director for
International Organizations, Peter Monga, on April 23. Mr.
Monga offered no substantive comment. Realistically Post
does not expect to hear anything before the April 28 or 29
presentation of the declaration, and follow-up with the
Zambian PermRep to the UN might be helpful.
