(C) Zambian Foreign Affairs Permanent Secretary Tens Kapoma
emphatically told Charge on December 12 that Zambia very much
supports a United Nations (UN) Peacekeeping role in Somalia,
however, the Zambian Government (GRZ) is unlikely to express
its position publicly, judging from Kapoma's uncomfortably
silent response to reftel points. Kapoma agreed to raise a
UNPKO in Somalia with other Security Council members' local
representatives (including France, UK, Germany, and South
Africa),saying he would broach the issue during already
scheduled meetings with South African and British High
Commissioners.
