On 9 July 2008, Post delivered reftel demarche advocating for
U.S. candidacy for the Universal Postal Union Administrative
Council and explaining why the U.S. opposes the proposed
change to the UPU Constitution. America's Department
Director Balbina da Sousa accepted reftel's non-paper without
substantive comment, adding that MIREX would direct any reply
to the Embassy.
