(U) Embassy Luanda received and reviewed one anti-trafficking project proposal in response to the Department's invitation for project submission. ¶2. (U) Project summary: a) Name of Applicant: International Organization for Migration (IOM) Angola b) Requested Funding: $350,000 c) Project Title: Prevent Trafficking in Persons in Angola d) Project Duration: 18 Months e) Project Abstract: This project is an extension of IOM's successful Southern African Counter-Trafficking Assistance Program (SACTAP) for Angola. In line with the United States Trafficking in Persons Report for 2007, it aims to address TIP though 1) training immigration officials in TIP detection, response and victim's assistance, and 2) TIP awareness training for teachers and school officials in high-risk border areas. The project will train 150 immigration officials in train-the-trainer counter-trafficking workshops, building on the experience of similar workshops that have proven successful in four other SADC countries. IOM's Counter-trafficking training is currently limited to the capital province of Luanda; this project would enable IOM to take trainings to the border provinces, in many cases providing a first introduction to TIP issues for immigration officials. In addition, the project will train 150 teachers on TIP issues, training them to spot high-risk populations, discourage high-risk behavior, and encourage possible victims to seek assistance. Teachers and immigration officials will also receive awareness materials to distribute. The materials warn of the danger of trafficking and provide information on where potential victims can seek assistance. Background: IOM Luanda has organized quarterly Counter-Trafficking roundtables for representatives of different Ministries (i.e. Ministry of Interior, Ministry of Exterior, Ministry of the Family and the Promotion of Women, National Institute for Children, Ministry of Assistance and Social Reinsertion, Ministry of Education, Ministry of Health, Ministry of Justice),local and international Non-Governmental Organizations (NGOs) and International Organizations (IOs) since August 2006. In 2008, IOM Angola increased its efforts to train government officials on trafficking-related issues. The Minister of Interior requested training and briefings on TIP issues for his staff. The Minister explained that most immigration officials do not currently receive TIP training as part of their law-enforcement training. End project abstract ¶3. Embassy Luanda supports this proposal and believes that it builds on work, training and partnerships that IOM Angola has already formed with the GRA. IOM Angola has strong relationships with the government Ministries addressed by this proposal and a proven track record of successful project implementation in country.
