1. (S) London Iran Watcher (Poloff) delivered reftel
demarche April 3 to Foreign and Commercial Office Iran
Coordination Group Sanctions Implementation Officer Neil
Kernohan. POLOFF explained absolute need of U.S. financial
institutions for identifier information for 1803
implementation to be effective and emphasized USG's readiness
to work flexibly and closely with HMG to obtain identifier
and background information, if necessary, in any of the forms
and channels flagged in the demarche.
2. (S) Kernohan agreed support for USG implementation of
this aspect of UNSCR 1803 is a special priority for HMG and
confirmed with POLOFF on April 4 that counterproliferation
officials within FCO had the USG request for action and were
treating it as a high policy priority and time-sensitive; he
promised a further update from FCO by April 10.
3. (S) Per ref (b),due to communications circuit work
performed when ref(a) was first transmitted, ref (a) was not
seen by Embassy London before a Department email alert April
