1.(C) FCO Sanctions Officer Angus Stewart appreciated reftel A information and said on August 27 that it is unlikely that HMG has additional information to contribute on the targets. According to Stewart, FCO Minister for Africa Lord Malloch-Brown has already approved sanctioning the following individuals and the UK is ready to move forward in the UN: Mbarushimana, Callixte Nzeyimana, Stanislas Ntawunguka or Ntawungula, Pacifique Mujyambere, Leopold
2.(C) Stewart said the FCO anticipates receiving approval for the following additional individuals when Malloch-Brown returns from leave next week: Ruzindana, Emmanuel Hakizimana, Apollinaire
