1. (C) The UK will not announce new significant money for
Palestinian rule-of-law programs at the June 24 Berlin
Conference, but will describe what additional programs and
plans it intends to further support using already pledged,
but undisbursed, funds, the Foreign Office's Middle East Unit
told us on June 13. The FCO welcomed the U.S. statement of
support for the conference (ref) and said that it is
delivering the same message, on the need for donors to fund
rule-of-law programs from unallocated pledges and newly
pledged moneys, to its EU partners.
2. (SBU) The UK delegation to the conference will be headed
by Foreign Office Minister of State for the Middle East, Dr.
Kim Howells MP, who will attend the dinner on June 23 and the
opening session on June 24, but will have to leave
mid-morning to return to London to attend a long-scheduled
parliamentary session that same day on foreign policy
questions. (Embassy note. Foreign Secretary Miliband cannot
attend because he will be traveling in the Far East that
week. End note) At this time, the Foreign Office has
requests in to the Attorney General, Baroness Scotland, about
joining the UK delegation as well as ministers in the Home
Office.
