SUBJECT: SLOVENIA PROVIDES NO SUBSTANTIVE RESPONSE ON
MALDIVES' DRAFT RESOLUTION

1. (SBU) On 29 February, Emboff delivered reftel talking
points on concerns about the Maldives' resolution on climate
change and human rights to Andrej Kranjc, Secretary for
International Affairs at the Slovenian Ministry of
Environment and Spatial Planning. Kranjc, who handles
climate change issues for the ministry and who led the
Slovenian delegation to the MEM in Honolulu, confessed that
he knew very little about the draft resolution. He requested
additional information and inquired whether the issue would
be discussed at the upcoming US-EU High Level Dialogue on
Climate Change scheduled for March 7, which he will attend.
2. (U) Emboff attempted to deliver reftel demarche to the
office of International Organizations and Human Security at
the Ministry of Foreign Affairs, but all personnel in that
office are currently in the Washington for the US-EU Troika
on human rights. Post suggests that Department pursue this
with the MHA human rights delegation in Washington.
