1. (C) On February 14, Emboff delivered reftel points to MFA
official Dejan Vladic of the Division for Eastern Europe and
Central Asia, who affirmed that Slovenia completely agrees
with the U.S. position that Kosovo independence will not set
a precedent for Abkhazia nor any other region. Vladic
expressed some skepticism regarding whether Russia would
actually take steps to recognize Abkhazia's independence from
Georgia in the wake of a declaration of independence by
Kosovo. He noted that Russian President Putin and Foreign
Minister Lavrov have both previously stated that Kosovo is
not a precedent for Abkhazia. Vladic pointed to Slovenian
Foreign Minister Rupel's repeated statements regarding clear
differences between Kosovo and Abkhazia as evidence that
Slovenia completely supports the U.S. position on this issue.
