(S/NF) On February 13, Dusan Snoj, President Turk's diplomatic advisor, gave Charge a read-out of the half-hour January 29 meeting at the President's offices with Ahmadinejad's Special Advisor Mojtaba Samareh. Snoj explained that the Iranians had approached the Slovene rep at Davos to say they had a note to pass to the President. Snoj said that President Turk stopped by at the start of the meeting, and Samareh passed him a note, asking for a response. Turk promised to respond, then departed. Samareh read the contents of the note to Snoj, who reviewed a translation of the contents of the note with Charge. Snoj commented that the note had a "religious tone"; it does not specifically mention the U.S., but refers to "some powers." Iranian Message to Slovenia -------------- ¶2. (S/NF) Following is the synopsis of the note that Snoj shared with Charge: -- Congratulations to Turk on his election as President and the start of the EU Presidency. -- Expected that under Slovenian Presidency, EU could play a more productive role in peace/security of nations. -- A Tour d'horizon of the world -- The World is faced with challenges; there is no just management of the international community - as evidenced by the violence in Lebanon, Palestine, Iraq, the Balkans, Africa. -- Nuclear Issues -- The nuclear issue is a clear example of the inability of "structures" to rule over international relations. -- Unreal claims on nuclear matters have brought a tense atmosphere to the world. -- Economic mechanisms brought against "a nation" have sacrificed the credibility of IAEA, UNSC, and World Bank -- "Some powers" stubbornly insist on their unlawful wishes rather than apologizing. -- There are double standards, no commitment to justice and morals. -- Europe -- Europe can come out of its inactive state and play a constructive role in the world. -- Europe bears the costs, but does not share the accomplishments of international relations. -- Europe-Middle East ties need to be reconstructed. -- Iran -- Elections in Iran -- Iran is anchor of peace and stability in the region. -- Welcome greater ties, especially economic, energy, security, regional stability, and cultural dialogue with Slovenia and Europe. Slovenia To Respond -------------- ¶3. (S/NF) Snoj informed Charge that Turk had not yet responded to the note, although he planned to. Using ref's points, Charge pressed Snoj to emphasize the need for Iran to comply with its UNSC and IAEA obligations - to suspend enrichment and cooperate fully with the IAEA so that it can verify Iran's nuclear activities are purely peaceful. Snoj agreed to include these points in any response. Comment -------------- ¶4. (C) Snoj claimed that the meeting was fully coordinated with the Prime Minister's office and the MFA. However, the MFA told us it did not arrange this meeting. Contacts in both the State Secretary's office and the Middle East Division informed us they had not yet received a read-out of the meeting. We do not believe that Iran was able to gain much ground from Samareh's visit to Ljubljana. COLEMAN
