(SBU) On December 9, Emboff delivered information in reftel
to Igor Grlicev, Head of International Cooperation, and
Maksimilijan Pecnik, head of the Division of Radiation Safety
and Materials, at the Slovenian Nuclear Safety
Administration. Grlicev and Pecnik stated that they had no
official position on the amended text for paragraphs 6 and 7
of the Part 1 NSG Nuclear Guidelines on control of transfers
of ENR equipment. They added that they believed that no
response implied no objections, and therefore was the same as
a positive response. They said that for now, while Slovenia
will not officially take a position, Slovenia has "no problem
with consensus."
