(C) On November 28, Emboff delivered reftel demarche to Jurij
Rifelj in the Security Division and Aleska Sovinc in OSCE
Department of the International Organizations and Human
Security Division. Regarding the Russian security treaty
proposal, Rifelj commented that Slovenia was willing to
discuss it, but not at the expense of the existing
institutions to which Slovenia belongs. He stressed that
Slovenia did not want to see any diminishment of NATO or the
EU in the Euroatlantic security architecture. Sovinc
expressed appreciation for our paper. She noted that
Slovenia was pleased about the decision on Roma and Sinti,
adding that when Slovenia heads up the Council of Europe next
year it plans to have a conference on Roma Education in
cooperation with the OSCE.
