(SBU) On November 28 Emboff met with Jurij Rifelj, from the
MFA's Security Division and previously Slovenia's Deputy to
NATO, to deliver reftel demarche on the Convention on Cluster
Munitions (CCM),including U.S. concerns regarding Article
21. Rifalj stated that Slovenia intends to sign the CCM; FM
Zbogar plans to travel to Oslo immediately after the NATO
Ministerial. He undertook to pass us Slovenia's position
regarding Article 21; post will follow-up.
