(C) On November 10, EmbOff met with three members of the
Slovenian Nuclear Safety Administration (SNSA): Director
Andrej Stritar, Igor Grlicarev, Head of the Office of
International Cooperation, and Maksimilian Pecnik, Head of
the Division of Radiation Safety and Materials. EmbOff had
previously delivered talking points in reftel to urge for
consensus at the November 19 NSG CG. After considering the
information, the SNSA responded that because Slovenia has no
nuclear military programs and does not produce nuclear
resources or engage in any enrichment and reprocessing
technology and equipment (ENR) transfers so it has "no
particular interest in the subject." Stritar indicated that
Slovenia would go along with the consensus at the November 19
meeting, barring any EU development. He explained that "we
are inclined to non-proliferation, as the U.S. is, but we are
also part of the EU family, and we have to follow the family
rules." The SNSA officials noted that they were unaware of
any EU initiatives on ENR transfers, but that if there were,
they would follow the EU lead.
