(C) On October 9, emboff met with Mateja Kracun, First
Secretary in the MFA's NATO Section, to determine the status
of Slovenia's ratification of the accession agreements for
Albania and Croatia (reftel). Kracun said that Slovenia
strongly favors Albania and Croatia's accession to NATO; she
speculated that the new parliament could address the
ratification question four to six weeks after its first
constitutive session on October 15. In parliament, the
defense and foreign affairs committees separately will likely
address the issue before forwarding it to the full parliament
for a vote. Slovenia would categorize this as a defense
matter, for which the constitution requires a two-thirds
majority (60 votes) for approval. Comment: We expect
parliament to pass the measure easily.
