(C) On September 19, emboff met with Petra Smrgolj, the MFA's
desk officer for EU-Latin American relations, and Natasa
Furlan, the MFA's desk officer for Latin America, to express
our concern about recent Bolivian and Venezuelan actions
(reftel). Smrgolj said that the EU is working on a
declaration about the situation, but has not yet reached
consensus on language. She noted that Slovenia supports the
French EU Presidency's efforts to increase dialogue between
the opposition parties and the governments in both countries.
Smrgolj commented that initial EU plans to send a mission to
facilitate that dialogue have been put on hold.
