1. (C) On September 15, CDA met with Minister Plenipotentiary
Stanislav Vidovic, Head of the Security Policy Division at
the Ministry of Foreign Affairs, to review the renegotiation
of an Exchange of Letters (EOL) with the Government of Iraq
(GOI) for the NATO Training Mission in Iraq (NTM-I) (ref A).
Vidovic said that Slovenia preferred an EOL to a SOFA and
would instruct its NATO mission to that effect. He noted
that he expected few NATO allies to oppose the EOL. Vidovic
mentioned that after elections he would recommend increasing
Slovenia's contribution to NTM-I from two to four troops, but
that the decision depended on the result of the September 21
parliamentary elections (ref B).
