(C) On August 29, emboff delivered demarche (reftel) to
Mateja Kracun, First Secretary in the MFA's NATO section.
She will be attending the NATO Legal Advisors meeting on
September 2 and appreciated getting the US proposal ahead
of the meeting to avoid any "surprises." She mentioned the
possible hassle for non-Allies to reach agreements before
participating in any activity, but recognized US concerns
regarding reciprocity and any ratification procedures.
Kracun also commented that she had heard "rumors" about
possible Russian withdrawal from current bilateral SOFA
agreements with various Allies.
