1. (U) On March 5, Slovenia's Parliament convened in an
extraordinary session and voted 57-4 to recognize Kosovo.
It approved the Government's Conclusion on the Recognition
of Kosovo, which the Cabinet had adopted on February 21
(ref A). The MPs supported the position of FM Rupel, who
represented the Government of Slovenia at the session, that
the troika had exhausted all means to negotiate a
solution. We expect that the GOS will send a letter to
Pristina on March 6 notifying it that Slovenia recognizes
Kosovo.

2. (C) Slovenia's recognition of Kosovo was never in
issue, even though the Parliamentarians and the GOS are
aware that recognition could harm Slovenia's economic
interests. The debate in Parliament was not so much along
coalition-opposition lines, but rather the only question
was the speed of recognition.
