1. Chief of Mission approves the Department of Homeland
Security (DHS) request to establish a permanent Container
Security Initiative (CSI) presence in Lisbon with two (2)
direct-hire Customs and Border Protection (CBP) officers and
one (1) Locally Employed Staff based on the justifications
outlined in Reftel A. Post does not approve the establishment
of a permanent Immigration and Customs Enforcement (ICE)
Agent per reasons outlined in reftel B.
