Poleconoff delivered reftel points to the Portuguese IWC
Commissioner, Jorge Palmeirim, and the Ministry of Foreign
Affairs. Palmeirim replied that Portugal and the USG have
similar positions regarding the IWC, and he expects our
opinions will be identical on the great majority of issues,
but declined to state a position in advance of the meetings.
