The Economic Section (ECON) handles energy matters for the State Department in Peru. ECON has 4 officers, 2 locally-engaged staff (LES),and 1 office management specialist (OMS). ¶B. 1 ECON Counselor: 20% of the time; 1 Deputy ECON Counselor/ESTH officer: 40% of the time; 1 Senior ECON Specialist LES: 30% of the time, 1 ECON/ESTH Assistant LES: 15% of the time. ¶C. Economic Counselor maintains contact with oil and gas companies, advocates on behalf of U.S. companies and assists with dispute resolution, and briefs energy investors from the U.S. Deputy Economic Counselor/ESTH Officer follows and reports on energy sector developments (including oil, gas, biofuels, and other renewable energy),advocates on behalf of U.S. investors, monitors impacts of energy projects (including economic, social and environmental),encourages bilateral cooperation on energy issues, provides support for visiting USG officials, answers questions from USG and U.S. companies, promotes clean and renewable energy, briefs USG officials and U.S. investors, urges Peruvian Government support for USG energy initiatives, and maintains contact with companies, USG agencies, Peruvian Government agencies (Mining and Energy Ministry, Ministry of Economy and Finance, Investment Promotion Agency, Foreign Ministry, and environmental agencies),and NGOs. Senior Economic Specialist (LES) follows and reports on oil and gas industry developments, monitors impacts of energy projects (including economic, social and environmental), provides support for visiting USG officials, answers questions from USG and U.S. companies, briefs USG officials and U.S. investors, and maintains contact with companies, USG agencies, Peruvian Government agencies (Mining and Energy Ministry and Ministry of Economy and Finance),and NGOs. Economic/ESTH Assistant (LES) follows and reports on biofuels and other renewable energy issues, provides support for visiting USG officials, answers questions from USG and U.S. companies, briefs USG officials, and maintains contact with companies, USG agencies, Peruvian Government agencies (Investment Promotion Agency and environmental agencies),and NGOs. None of these individuals have energy-specific qualifications. ¶D. FY07 spending for personnel: $81,400 for salaries.
