EconCouns and EconOff delivered reftel demarche on September 26 to Ernesto Lopez, Peruvian Director General for Civil Aviation, and on September 29 to Carlos Puga, Vice Minister for Transportation. Per reftel, post said that the USG considered our meetings to constitute consultations under Article 6 of the U.S.-Peru Air Transport Agreement, and requested formal consultations. ¶2. Lopez and Puga agreed to host formal consultations with the FAA in Lima on October 6-7. They both asked if the U.S. side could provide any additional details on the areas of concern that have given rise to the request for consultations, in order to be able to address specific issues. However, they said that in any event, they would be ready to engage in discussions of the areas of concern we outlined. ¶3. EconOff also delivered reftel points to the MFA.
