(SBU) On December 8, emboff delivered reftel demarche to
Director of Political Affairs Paul Chiunguzeni at the
Ministry of Foreign Affairs. Chiunguzeni said Malawi planned
to wait for a decision from the International Court of
Justice (ICJ) regarding Kosovo's declaration of independence.
Chiunguzeni noted the U.S. position that the ICJ case did
not question the rights of states to recognize the
independence of Kosovo, but offered no further substantive
comment. Comment: Malawi will continue to delay until an
African Union or Southern African Development Community
consensus develops to recognize Kosovo.
