(C) On October 24, post delivered reftel demarche to Deputy
Foreign Minister Henri Mumba. Post highlighted that Mugabe
and ZANU-PF have not implemented their commitments, and that
the humanitarian situation continues to deteriorate. Mumba
expressed sympathy with U.S. concerns regarding Zimbabwe.
Mumba confirmed that Malawi would not attend the meeting in
Harare because it was not currently part of the troika, but
offered no other substantive comments.
