PREPARATORY COMMITTEE MEETING

1. (SBU) On April 30, the Ambassador mentioned the issue of the
sole candidate for the NPT preparatory committee to Foreign
Minister Joyce Banda. Separately, an emboff delivered a more
detailed presentation to Director for Political Affairs Paul
Chiunguzeni at the Ministry of Foreign Affairs. Chiunguzeni
confirmed that Malawi does not have a permanent
representative in Geneva and was likely not involved much in
the conference. He acknowledged the potential problem of
having only one nominee and said he would discuss the issue
with the Malawi Mission to the UN and see if there had been
any discussion on the matter between Malawi and its African
counterparts. The Minister likewise said she would be in
touch with Malawi's New York permrep.
