(C) Post has chosen not to deliver reftel demarche given
President Evo Morales' propensity to use climate change as a
political issue. The President frequently blames the United
States for climate change and often remarks it is the
lesser-developed countries who disproportionately suffer from
the phenomena. Post believes that raising the issue with the
Bolivian government could actually backfire and might provoke
the Bolivian government into more actively encouraging other
countries to join the Maldives' resolution on climate change
and human rights.
