1. (C) Post decided not to deliver reftel demarche on Kosovo
as it would be counterproductive to the goal of the demarche
and would unnecessarily irritate already sensitive bilateral
relations. In the current political climate, the Bolivian
government would only use such a demarche to argue we are
encouraging the dismemberment of sovereign countries and fuel
their suspicions that we are trying to do the same in
Bolivia. The Peruvian Deputy Chief of Mission delivered a
similar demarche and was told in no uncertain terms that
Bolivia would not/not recognize Kosovo's independence.
