25, but was cut off by Director of Bilateral Affairs Jean
Paul Guevara, who refused to accept the demarche or
non-paper. Instead, Guevara insisted the reftel information
be relayed by formal diplomatic note. Embassy La Paz
Diplomatic Note 313/08 was sent to Guevara's offices August

The Embassy of the United States of AMERICA presents its
compliments to the Ministry of Foreign Affairs and Worship of
the Republic of Bolivia and has the honor to refer to the
August 25 discussion with the Bolivian Director of Bilateral
Affairs, Jean Paul Guevara, in which Mr. Guevara would not
accept a demarche on the U.S. Government's freezing of assets
of certain Iranian entities and individuals and instead
requested a diplomatic note to relay this information.
The names of the individuals and entities are presented in
attachments A and B, along with a brief description of U.S.
Government concerns about links and potential links to Iran's
nuclear weapons development program.
The Department of the Treasury designated these
individuals or entities under Executive Order 13382 on July 8
and August 12, following action by the European Union to
tighten its sanctions against Iran for defying the
international community,s calls to abandon its nuclear
program. These designations will add to our continuing
actions to prevent Iranian entities of proliferation concern
from accessing financial and commercial markets that could
aid Iranian efforts to develop nuclear weapons and the
missiles capable of delivering nuclear warheads.
All UN Member States are required to freeze the assets of
entities and individuals listed in the Annexes of UN Security
Council resolutions 1737, 1747 and 1803, as well as assets of
entities owned or controlled by them, and to prevent funds or
economic resources from being made available to them. In
accordance with member obligations under UN Security Council
Resolutions 1747 and 1803, we urge all governments to freeze
the assets of these entities and individuals, as well as the
assets of persons or entities acting on their behalf or at
their direction, or by entities owned or controlled by them.
The Embassy of the United States of AMERICA avails itself
of this opportunity to renew to the Ministry of Foreign
Affairs and Worship of the Republic of Bolivia the assurances
of its highest consideration.
