1. (C) We provided ref A update on the state of U.S.-Iraq
negotiations to develop a Defense Cooperation Agreement (DCA)
January 28 to Third Territorial Department Middle East
Division Acting Director Mykola Leshchenko and Iraq Desk
Officer Mykola Radchenko. In response to our question,
Leshchenko said he would consult with his Ministry of Defense
colleagues regarding the likelihood that Ukrainian forces
would continue their presence in Iraq in 2009. Welcoming our
intention to continue consulting with Ukraine and other
Multinational Force partners, Leschehnko said he would also
relay our points to the Third Territorial Department Director
and the Deputy Foreign Minister with responsibility for his
geographic area.
2. (C) As noted ref F, the current form of Ukraine's
participation in Iraq would probably not require legislative
involvement. Leshchenko also opined that, on the issue of
whether Ukraine would be interested in benefiting as a third
party from the U.S.-Iraq DCA, the Ukrainian Ministry of
Defense might take its lead from NATO as three Ukrainian
military personnel are part of the NATO Training Mission.
Reacting to our point that, in the future, foreign military
operations in Iraq would require Iraqi consent, Leshchenko
commented that bolstering Iraqi sovereignty and sense of
responsibility was important, since only the Iraqis could
resolve many of the issues currently confronting their
country.
