1. (SBU) Post delivered talking points in reftel to the State
Aviation Authority on May 22. On May 29 Deputy Econ
Counselor and EconOff met with Ukrainian State Aviation
Administration (SAA) officials to follow up. Deputy Head of
the Aviation Security Department Valeriy Baranov confirmed
that the SAA had examined the points prior to the Montreal
meetings. He told us that the Ukrainian ICAO delegation was
completing its meetings in Montreal and had no concerns or
opposition to any of the points in reftel. The SAA also
reiterated its commitment to support the United States on
aviation security initiatives.
